Where Your Sewer Stops Being Yours

Sewer system customers are responsible for their sewer line from their property line to the house.

Its code says the same thing in more detail, and the detail is useful because it names the two halves. The house sewer is the horizontal pipe that begins two feet outside the building wall and runs to its connection to the connecting sewer at the curb or property line. The connecting sewer is the portion running from the Y or T branch at the main out to that same point. Two named assets, one continuous pipe, and the seam between them is your boundary.

Cities around here do not agree on this, which is why it has to be settled address by address rather than assumed. Downey, Bellflower, Lakewood, and Norwalk all put the homeowner on the hook for the main. Long Beach stops the owner at the property line and has the utility maintain the rest. Compton lands with Long Beach: the connecting sewer is the City's asset, and a blockage located out past your property-line cleanout is neither your excavation nor your bill.

So, the practical shape of this call is different here, and it is different in the customer's favor. The first job is to locate the problem against that boundary. If it's on your side, we'll quote the repair. If it sits beyond it, the next right move is to call the Street Maintenance Division of Public Works, which operates and maintains the City's collection system, and we'll tell you so and hand over the written finding for you to take with you.

How far does my sewer responsibility go?

To the property line. The City states that sewer system customers are responsible for their sewer line from their property line to the house, and its code splits the run into a house sewer that is yours and a connecting sewer beyond the boundary that is not. Then put it to them directly: where do they believe your responsibility ends? The answer is checkable against the City's own published position, and a quote scoped to the main was written for a different city's rules.

The blockage turned out to be past my line. Now what?

The Street Maintenance Division of Public Works, which operates and maintains the City's sewer collection system. Take the recording and the dated finding with you, because something a third party can watch for themselves is a stronger thing to hand over than an account of what somebody saw.

What paperwork should I end up holding?

The permit with its final sign-off. An invoice that names the material and the length. The camera recording. And the depth at the boundary. Keep the set with the deeds, because it is the file the next owner or the next plumber will start from.

What if the blockage is right at the connection?

That is the case the camera earns its place on, because the connection is where the answer flips from your bill to the City's. The City has documented that failure mode at lateral connections here. Do I need a permit?
