Sewer Cleanout Installation in Compton, CA

A Cleanout at Every Turn | The Last Run Stays Straight | CSLB #1051553 | Se Habla Español

In most cities, a cleanout is a good idea that nobody is required to have. In Compton, the code puts one at every change of direction in an outside drain, and it does something else besides.

It requires the final stretch, from the property line out to the connection, to be dead straight. That one rule fixes the alignment a lateral here has to be built on, and it is the reason an access point at the boundary earns its place.

What we cover

What a Straight-run Installation Covers

01

Locating the run and establishing its depth

Before a position is proposed. Depth determines whether a riser is needed and dictates most of the labor.

02

A fitting at the point the code cares about

Direction changes take cleanouts here, and the property line is where the run has to be reachable from both sides of a diagnosis.

03

Bringing the opening up to the surface where the run is deep

A riser finishing a foot and a half below the surface has to be dug out before anyone can put a tool down it.

04

The position is recorded three ways before anything covers it

Two measurements from permanent features and a photograph, handed to you. The next person to find it could be a city inspector reviewing a presale report.

05

Putting back the concrete, turf or planting we opened

The surface reverts to the standard written in the estimate, and the estimate specifies that standard before anything is cut.

How it runs

How the Position Gets Settled and Cut

Where the pipe runs and how deep it sits are both known before anyone suggests a spot.

The proposed point is walked with you, along with the reasons it beat the other candidates.

Surface type, route in, and the size of the opening all go into writing before scheduling.

The cap ends up flush with whatever surface it sits in, at the height that surface finishes at.

Nothing gets backfilled until the position, the depth, and the photograph are on one page with a date on it.

Two Rules in one Sentence

Compton's house connection provision contains a sentence about outside drains that most homeowners never encounter, and that shapes a lateral job here more than any other line in the code.

It says that all changes in direction in outside drains shall be made with curves or Y branches and provided with cleanouts, that connections take Y branches and eighth bends, and that in all cases the line of pipe shall be straight from the property line to the Y in the sewer.

Every change of direction gets a cleanout; here, that is a requirement, whereas elsewhere it would be good practice. On a run with two or three bends it means two or three fittings, which is more than most people picture.

Then the second rule, which is the consequential one. The pipe line from the property line to the Y in the sewer is to be straight. Which means that when something turns up in the parkway on the day of the dig, a tree root, an unmarked conduit, an irrigation line, the answer cannot be to swing the pipe around it. Curving that final run would put the work outside the rule, so what is actually needed is a redesign, and a redesign takes a conversation with the City rather than a decision in a trench.

For a homeowner, the useful consequence concerns position rather than the trench, and it is worth separating the two. The stretch that has to run straight is on the far side of your property line, which, in this city, is the City's asset, not yours to dig. What the rule does for you is fix the alignment your own run has to arrive on. An access fitting is worth most when it sits on that line, because a cable leaving it then travels the alignment the code already settled instead of meeting the boundary at an angle.

One thing this section is careful about. Chapter 23 is old text, and its material specifications name products the plumbing code has long since superseded. What survives and governs is the dimensional and administrative content: this rule, the diameters, the fall, the inspection requirements. Anyone quoting you a material out of that chapter is quoting from the wrong document.

What we cover

How the Need Announces Itself

01

No one can find an existing cleanout

One was almost certainly installed. Where it went is a question with a shape to it here, because the run-out to the boundary has to be straight, and that narrows the ground worth searching. Calls to houses like this begin by tracing the line.

02

There is no reachable access on the property at all

Access has to be created each visit, either through a fixture or a pulled toilet. Slower and messier each time.

03

The fitting you have opens in one direction

Half the run is reachable from it, and half is not. On a city that requires the final stretch to be dead straight, that halving is more consequential than it sounds, because the unreachable half is the part running out to the connection.

04

A sale is coming and the line has never been looked at

The City requires a residential inspection before a sale is completed, and an inaccessible line is one that no one can report on. The correction notice, the AS-IS route, and the clock that runs from close of escrow are all on our Compton water heater flush page. → Water heater flush compton

Nothing is Priced from a Guess

01

The position is settled on paper first

Where your run sits, how deep it is, and what surface is over it are all established before a point is proposed. A point moved on a drawing is a revision. A point moved after it has been cut is a second opening.

02

Where it goes is decided by what it has to reach

Access at the boundary lets a first push tell you which half of the run the problem is in, which in this city is also the question of whose pipe it is.

03

The measurements come to you as a record

Depth, offset, and surface, dated. The record is what makes the fitting findable by somebody who has never seen the property.

04

The things we turn down get said early

Backflow testing is not our work. Compton requires it to be tested by a tester the County health department accepts, and that is where it goes.

Why a Straight Run Matters More Than it Sounds

A requirement that a pipe run straight reads like a tidiness rule. It does something else entirely. Every bend in a drain is a place where flow changes direction, and changing direction costs energy that the pipe took from gravity and cannot get back. It is also where solids catch, so a cleanout at each direction change is in the same sentence: the code is acknowledging that bends are the places you will need to reach.

Between the property line and the connection at the main, a straight run does something further. It makes the segment predictable. A cable pushed from a boundary cleanout travels a known line to a known point, so a distance reading tells you where the obstruction is with real precision, and a camera produces footage that maps to a place in the ground. Introduce a dog-leg and both of those degrade at once: the distance no longer corresponds to a straight line on the surface, and the bend itself becomes the most likely place for anything to catch. A rule requiring that segment to be straight is one that keeps the most inaccessible part of the run also the most diagnosable, which is a sensible and deliberate trade.

Does the code require cleanouts?

For outside drains, yes. It provides that all changes in direction be made with curves or Y branches and provided with cleanouts, and that connections be made with Y branches and eighth bends. Which means a quote for a re-lay that names no cleanouts has either found no direction changes in your run or has not counted them.

How do I keep the fitting easy to find in ten years?

Write down the depth, and take the position off two things nobody is going to move. A property corner and a building corner qualify. A fence post, a planter, and the edge of a lawn do not, because all three travel. Keep the page with the property papers.

What should the estimate name that a short one will not?

The depth at the point of installation, the surface it goes into and what that surface comes back to, whether a riser is included, and what happens if an obstruction turns up. A short estimate leaves the last two to the day, and the day is a poor time to be discovering either.

Do I already have one?

Very possibly. Look along the straight line between where the run leaves the house and your front property line, since that is the alignment the code fixes, and check inside any concrete poured after the house was built.

While you are on site, could you certify my backflow assembly?

No. Compton requires testing by a certified tester the County health department accepts, and that credential is not one we hold. Annual testing is the owner's obligation under the City's standards.

Can you camera the line while the access is open?

Yes, and no moment in that pipe's life is a better one. Ask for the footage as a file you keep, because a recording is what the next person compares against. It is priced on its own line and offered as a choice.
