Sewer Line Repair in Downey, CA

Most cities split the sewer lateral in two and argue about the middle. Section 7214 of the Downey municipal code defines a house lateral as "that part of the sewer piping within the street or right-of-way which extends from the property or sewer right-of-way line to a connection with the main line sewer." Section 7240.2 then requires that all house laterals "be maintained in a safe and sanitary condition by the owner of the property served." The city's own Sewer System Management Plan states the consequence in one sentence: the city does not own, and is not responsible for maintaining, any portion of private sewer laterals connected to public sewer mains.

So the run under the parkway and out beneath the asphalt to the city main falls inside the code's definition of the house lateral. Section 7240 gives the city its mains, manholes and pump stations, and names Los Angeles County Sanitation District No. 2 for the trunk sewers crossing the city. That third party matters on the rare occasion a backup traces to a trunk rather than a main, because it is then neither yours nor the city's to resolve.

That third party is worth one more line. A trunk sewer is a different object from a city main, and the code puts the trunks with the district. So, whether the pipe your lateral connects to is a main or a trunk is a records question, and it belongs at a Public Works desk before it belongs to anybody with a shovel.
