If you smell gas: get everyone out, leave the door open behind you, touch no switches and no garage door opener, and from outside call the Long Beach Utilities emergency line on (562) 570-2140, or 911.

If water is running: close the fixture stop if there is one, then the main shutoff for the house. Know where that valve is before you need it.

If sewage is coming up: stop using every fixture in the building, including the ones that still seem fine, because each one adds to what is already backing up.

If water is near a panel, a fixed appliance, or a ceiling light, stay out of that area and leave it to a licensed electrician or the utility. We do not work on electrical.

Then call us, and say what is happening, whether the water is off, and who is in the building.

Long Beach owns and operates its own gas system, with roughly 1,900 miles of pipeline extending beyond the city boundary into Signal Hill and portions of surrounding cities. The meter on your wall is city property, as is the service line feeding it, and the emergency line for gas leaks is the city's own.

That meter is also the boundary of what a plumber may touch. Everything upstream is the utility's; everything downstream is customer piping, which is the side we work on, under permit and with a pressure test. At two in the morning, the distinction decides who you call first, and a gas call has no time to spend on the wrong party.

The same boundary governs earthquake shutoff valves, which come up constantly in a city that thinks about earthquakes. Long Beach Utilities takes a clear position: it neither requires nor endorses one. If a customer chooses to install a valve, it must be installed on customer-owned piping downstream of the meter, and the installation requires a city permit and an inspection. That is a published position, which is more than this question usually gets.
