The department named there has since been reorganized as Long Beach Utilities. The duty came with it.

And the boundary sits at a point you can measure to, which turns a question about liability into a question about distance. Whether any particular claim is accepted is decided by the department on the facts before it, so we describe where the defect lies and leave the outcome where it belongs.

Reading a Belly, an Offset and an Intrusion

Three findings recur in a residential camera survey, and they carry different weights. A belly is a length of pipe that has lost its fall and holds water. What matters is how much water and over how far: a shallow one that drains between uses is a monitoring item, while one standing along a stretch will collect material indefinitely and is a repair. An offset is a joint where two lengths have become misaligned. A slight lip catches debris; a severe one has effectively become a wall. An intrusion is anything entering through an opening, usually roots, which tells you there is an opening.

Reading them well means reading the pipe between them. A run that keeps a clean, round bore either side of one defect is a run you can repair at that point. Where does my responsibility for the sewer end in Long Beach?
