What does gutter grade mean and why does it matter?

Two quotes gave me different depths. Who is right?
Ask each of them to write the reference point on the quote, in those words. It is one line, and it costs nobody anything to add. Without it, you are comparing two numbers whose meaning you cannot check, and the checking happens later, with the ground already open.
Is this the same as the six-foot depth I read about?
No, and the two get confused. Six feet is the minimum depth of a house lateral at the property line under the adopted sewer standards. Who decides where a new main goes?
The City does, at the time the excavation permit is obtained. So the position is fixed by somebody who will not be on site the day the work happens, and a bid that already assumes a position has assumed something not yet issued.
Is a permit needed for work in front of the house?
