Ask What Else is Under the Yard

California Heights was subdivided in 1921 from Rancho Los Cerritos, and lots in that new tract were sold with oil rights, which gives you some idea of what the ground beneath it was expected to be doing. A century of drilling and abandonment later, one consequence of that history shows up in an unexpected place, and it is not in the soil report. If a parcel has been through the city's process for building near an abandoned well, the outcome is a Declaration of Covenant recorded against the land. It stays there through every sale.

The process behind it is Chapter 18.78 of the municipal code, covering construction in the vicinity of abandoned oil wells. It operates within a 100-foot radius, brings in the state oil and gas regulator, calls for a well safety evaluation, and applies a separation rule. Whether a given scope of work engages that chapter is the building officials' determination, and nothing here tells you a sewer trench does.

It moves two desk checks in front of the digging. Read the title report for a recorded Declaration of Covenant, and ask the city what its records hold for the address. Neither involves a shovel, and both can be started before anybody quotes. On most parcels they come back with nothing and the work proceeds like any other. Where they come back with something, the recommendation moves: the case for a method that leaves the existing pipe in the ground gets stronger, and the case for open-cut across the yard gets weaker, before either has been priced. A check that comes back empty is worth having for the same reason, because it is the version you can hand to a contractor to close the subject.

One further consequence, unconnected to any pipe. A covenant recorded against the land is a disclosure item the next time the property changes hands. When work goes ahead on a parcel carrying one, the paperwork for that work belongs with the deeds rather than in a drawer with the receipts.

Somebody told me all cast iron of a certain age must be replaced. True?

Ask to be shown the wall on video, and ask for one specific thing off it: a still frame at the worst point in the run with the distance showing on it. That single image is what a second opinion is based on, and anybody who cannot produce one has not filmed the run.

What is the difference between descaling and replacing?

Descaling removes the buildup from the inside of a pipe that still has wall; replacement puts in a new pipe. What to settle before either is booked is the after. Ask to have the run filmed again when the work is done, and ask what the second recording is expected to show. Descaling that produces no visible change to the bore has told you something about the pipe.

Should I ask about oil wells before I dig?

Yes, and both checks can be started today. The title report you were given when you bought the property lists what is recorded against the land, and a Declaration of Covenant would appear in that list under its own name. The city's records are the other half. Whether any of it reaches your job is the city's call.

Is lining as good as replacing?

It depends entirely on what is being lined, since a liner forms against the host pipe and a run that has lost structural wall cannot host one. There is a second question worth putting to anyone quoting a liner: who performs it? Ours goes to qualified partner specialists, and you are entitled to the name and the license number of whoever will be working at your address before you sign anything.

Can I do part of it now and the rest later?

Often, and it is a reasonable way to phase the work. Make the estimate name the point where the two phases join, and push for that point to be somewhere reachable, a fitting or an access rather than the middle of a run under the drive. A joint chosen for the first dig's convenience is ground the second dig has to open again.

How Much Wall is Left

Cast iron gives out along the bottom of the bore, and the useful part of that is how legible the stages are on video: first, roughness; then, heavy scale; then, a groove worn into the invert; and eventually, daylight where the groove has gone through. Inspectors call the middle stages channeling, and that one word is the one to look for when somebody hands you a report on your own pipe.

Where the pipe sits in that sequence decides what can be done to it. A run with roughness and scale but sound wall responds to descaling, with the bore coming back close to what it was. A run with channeling but continuous wall can sometimes take a liner, because a liner needs a host pipe to form against. A run that has lost wall or separated at joints cannot support anything and must be replaced. This is why no one can price cast iron from the outside of a building.

The other half of the answer is the rest of the system. A sound cast iron run under a house with a failing connection outside is a different project from a failing run under a house with a sound connection. Those two get confused constantly. We film the whole path so the two questions stay separate, and so you are not sold the second job while paying for the first.
