The City Keeps Its Trees, and Says So Plainly

Lakewood maintains its parkway trees, keeps a certified arborist on the Public Works staff, and has published its position on exactly the situation this page is about. Street trees are removed when they meet the city's replacement criteria. The city will not remove a healthy tree simply because its roots have entered a broken sewer lateral. That is the city's own sentence, and it settles a conversation that otherwise runs for months.

Can I get the city to remove the tree?

Not on these grounds. The city removes street trees when they meet its replacement criteria, and it has published its refusal to remove a healthy tree merely because roots have entered a broken lateral. If the tree needs looking at for its own reasons, that request goes to Public Works as a tree matter, on its own timetable. Sent in as a sewer complaint, it gets answered as one.

Then whose fault is the blockage?

The city's own explanation is that roots do not usually cause the original crack. They follow water from a leak that was already there. Which puts the defect first and the roots second, and changes what you are buying a camera for. The count that matters is the number of entry points.

Will jetting get rid of the roots for good?

It clears them. It does not close the opening they came through, so they return at intervals. Two things to ask for while the camera is still in the pipe: how many entry points there are, and how far each sits from the cleanout. Those two figures are what a later repair gets scoped from, and nobody recovers them once the hose is packed away.
