The Code Says Whose Problem This is

Norwalk's water code draws its boundary and then, in the same sentence, says what follows from it. The City's control and responsibility end at the curb shut-off or meter, and the City shall in no event be liable for damage caused by the running or escape of water from open faucets, burst pipes, or faulty fixtures upon the premises.

That matters before you need it, for one practical reason. It means no one is coming to close a valve for you. The thing that stops the damage is a valve on your property, operated by someone on your property, and the interval between the pipe failing and that valve closing is the entire extent of the loss. Everything after that is repair, which can wait an hour. Locating that valve on a dry afternoon may be the best-spent ten minutes of homeownership, and it costs nothing at all.

The reason to read the sentence before you need it is that it tells you which half of a bad night is yours to arrange in advance. What to walk out and find while the house is dry: the valve, whether it turns, and whether a second person in the building knows where it is. None of those three can be established at speed in the dark.

The city is equally direct about the other end of the night, and here the news is good.
